Jürgen Habermas’ and Niklas Luhmann’s theories represent a significant increase of internal complexity in conceptions of differentiation and inclusion/integration. We shall return to some parts of Luhmann’s theories later in this chapter. There is, as one can see, no general agreement about which are the most outstanding types of differentiation in modern society. In general, however, differentiation is used as both a broader and weaker concept than exclusion/ inclusion and integration. On the one hand, it may denote simply a classification of certain items (for example, countries, ethnicities).

In doing so we shall analyse the previous attempts to redefine work as more than employment. Apart from the ‘narrow’ concept of work underlying most social policies, these policies also operate a rather undifferentiated view on jobs. Generally, social policies start from the assumption that jobs contribute to citizenship, in the double meaning of being included and exercising one’s responsibilities, irrespective of the goods and services being produced, the working conditions of the job, the quality of work, and so on.

The latter group, meanwhile, points to the rewarding, autonomous and creative social relations involved. Defining work, therefore, is a deeply political project. It is embedded in the values, objectives and concerns of the writer and his/her situatedness. Recognising this inherent problem, the working definition here adopted is that work in contemporary advanced economies is any task that one may wish to pay someone else to do. This situates the definition of whether a task is work or leisure largely in the hands of the actor rather than the analyst.
