Inaction might also be government's response because the involved persons are unable to decide, or to agree, on what to do. Assuming agreement to take action can be reached, a range of choices is possible. This range can be depicted on the following scale, with each point representing an increase in the amount of government involvement: Level 1 Government acts to inform private persons who then may or may not take appropriate action (example, a government pamphlet urges mothers to keep dangerous items out of baby's reach).

It is the arena in which decisions are made that affect the entire society decisions that carry the force of law, decisions that can be legitimately carried out by force if necessary. Depending on the perspective, government can be viewed as synonymous with politics or as the primary result of politics. Both politics and government are often discussed as though they were contemporary forms of American sin. In reality, of course, both have always been pervasive parts of all group life.
